This isn't THAT bad. It allows you to play mana as if it were any color.

It all in all is a decent card, it helps you cast multicolor cards. Lets say you run black white deck, but you need mana for Hymn to Tourach because all you are pulling is plains. Now, this makes it a white card, and taps for 2 white...or if you need to bring out Khalni Hydra, well now it is just 8 white mana, or if you have some bitty tolkens out, free.

You can use it with Sen Triplets EDH to allow you to cast your opponent's cards eve if you don't have the right colors.
