This is essentially an axolotl, and through that, it is essentially a mudkip. Ethereal Whiskergill is MtG's mudkp.

Haha, nice conclusion on that one^^

The card itself is regrettably not too useful, as most "water-dependant creatures" since you normally need another card like Aquitect's Will or Sea's Claim to let them attack.

This could have been good as a merfolk.

I agree with Tagonte, it totally looks like an axolotl. Man! art on elementals (non-flamekin) in Lorwyn-Shadowmoor block is so cool --it's all these amalgamations of weird obscure real-world animals that you don't really see on other Magic cards. They all came out looking really nice.
(Flamekin rock too, btw)

Oh how I hate the drawback. At least this thing is airborne unlike many of its serpentine brethren.

This is far better than most are giving it credit for.

Lorwyn block had a huge number of 'that thing is now an island' enablers, so this was, a fair amount of the time, a splashable 3/4 flyer.

Like similarly limited creatures, Reef Shaman might make it playable. Kinda.

Flying and SEABOUND??
Weird little critter.

Okay sideboard choice for budget, or maindeck with spreading seas.
