The ability to untap creature is pretty blue, and this card pays the fact that is white with the narrowness of its effect. Strictly worse than Twiddle (and a lot of other cards, actually...)!

Run with artifacts that don't untap easily like Phyrexian Colossus.

Hm, I suppose you could find something worse to stick on an Isochron Scepter.

You could find some strategic use for this. Say your creatures are tapped out late game, opponent declares attack, thinking they're going in for the win, hit one of your creatures with this on declare blockers step then block it, then maybe he left himself open. I probably wouldn't use this except for hard-to-untap stuff like mrredhatter mentioned.
