Pretty good, I guess. It's a lategame mana sink, but I'd usually rather do other things. 3.5/5.

I think you could make this into a 1/1, swing, and then make it something else after blockers are declared.
So say it gets blocked by a 3/3. Pay 4 and turn it into a 4/4 creature. Or if it gets through then you could make it a 10/10. It's somewhat risky since after you make it a 4/4 someone could shock it, and then you'd need an additional 7 mana to make it survive the blocker and the shock, but it can work at times if you dont want to blow the mana just to see it chump blocked!

Seems like if you had enough mana to make this a good creature, you could just spend it on a good creature. It's not a terrible card though. In a colorless artifact deck, this with Cloudpost and Vuvuzela (Vesuva) could be pretty beast when you don't have anything else to play.
Am I missing something? How can it ever attack if it always has summoning sickness when it turns into a creature?

Permanents don't get summoning sickness when they become creatures, only when they come into play. If you tried to play it and in the same turn change it into a creature it will have summoning sickness. In later turns it will not have summoning sickness.

This was probably better back when mana burn existed. Nice way to offload mana you don't want.
