It's somewhat underwhelming, when you consider what a planeswalker Urza could be. They should never print such a card, though. Not everything in the storyline needs to be strictly defined, and 4,000 years of magic lore would be too much to fit into one card, especially when you take into account the way Urza didn't stay in the background anywhere near as well as Yawgmoth did, or Nicol Bolas does.

Urza's planeswalker card would be ridiculous. It'd be like
+1 Win the Game
0 Punch target player in the face
-3 You gain control of target player's card binder
@J***; if you have abyssal persecutor in play you can build up loyalty for the third ability hurr hurr

Just think of this as Urza during the Brothers' War- all the Mishra Vanguard does is emulate Furnace of Rath. Invasion or even Weatherlight era Urza would have to be much more powerful.

I have no idea why this was chosen as Urza's vanguard ability. It makes no sense with his character.

While this may make Urza seem like a weak character, keep in mind that Urza has access to 10,000 colorless mana at instant speed just by tapping his heels together.

On the foil versions, it has text that says "{0}: Kill target Phyrexian." True story.

I always looked at this card and thought "Huh, so it's an infinitely repeatable ping that absolutely cannot be removed by anything. Welp, time to get an infinite mana combo going." It fits with Urza's character, too. He's awesome, but also kind of a dick, so he won't just hand you your win. You have to work for it.

Why does it reduce your hand size? Isn't handsize more or less intelligence in mtg?

If this is THE Urza, shouldn't his ability be more like ": Deal lethal damage to target creature or player"?

5/5 on sheer principle. I mean, it's URZA.

His Planeswalker card wouldn't be anything like that, 'cause then when you used the first effect the game would end before you could punch them in the face and steal their binder. lol For real's though it would probably just have something in the text box like: "Are you sh*ting us? It's Urza, if they didn't quit already bash their face in."
@ Kryptnyt: This is a very good point, that would indeed be an acceptable Urza planeswalker then.

Starting Life +10??!??
Yeah, that seems pretty good. :p
I just finished reading the Brothers' War. Based solely on PRE-Planeswalker Spark Ignition, Urza seems like some kind of Leonardo Da Vinci crossed with Jimmy Neutron, and would be at least as good as Spark Ignited Tezzeret the Seeker at Artifice.
YOU TELLING ME THEY DECIDED TO GIVE THIS GUY A PLANESWALKER'S SPARK?
Well, if you call Time Spiral Block "Crisis on Infinite Planes", then I guess that would make Urza, Planeswalker the Pre-Crisis Superman of Magic. He could probably beat Nicol Bolas in a fight, by outsmarting him and building some kind of 'beat-Nicol-Bolas-in-a-fight' machine. Which would cost him about 1 colorless mana to make, tap without needing mana to activate, and it untaps at the beginning of each opponent's upkeep :p

Urza's planeswalker card would be this
7WWUR. Loyalty 14. Cost U less if your control a card named Urza's Tower, W less for Urza's Power Plant, R less for Urza's Mine.
+6: Search your library for an artifact card and put it on the battlefield. If it doesn't have Urza in the name, loose life equal to half its cost.
0: Choose two: 1) Gain X life, 2) deal X damage to target creature or player, 3) draw cards equal to half of X where X is the number of artifacts you control, 4) search an oppoenets library for an artifact creature and put it on the battlefield under your control.
-2: You get an emblem with "Artifacts you control are indestructible"
-28: Search your library for a legendary creature, a legendary artifact, and a legendary land and put them on the battlefeild. Then, for each color amoung permanents you control, search your library for a card of that color an exile it. For the rest of the game you may play those cards for free as though they had flash and split second, kicked for free, and copy that spell once and may use 5 for X in its mana cost.

Urza Planeswalker: No Mana cost(What? Do you think Urza would come at your beck and call because you spent some mana?) Loyalty: 1 (You used some trickery to force Urza to show up, why should he be loyal to you?) Abilities: 0: Urza will not do your bidding. Urza wins the game (Note: You are not Urza, this does not cause you to win)

The great thing about this is that you can make a deck that does nothing but make infinite mana and stall. Completely insane. 5/5.

I feel like his ability should have been switched with his brother's. Urza had the Mightstone, he should make creatures more powerful (deal more damage), and Mishra, who had the Weakstone, should make creatures weaker (kill them with damage).
