Why not play this as a win condition in a blue/red draw/burn deck? As long as you're up on your opp at the end of the game, tap your mountains then use this to destroy them & the damage gets done. Could be decent.

I don't know. It feels like the quintessential red card, except that it blows up mountains. Perhaps they thought that hosing an enemy color was enough to jusitfy the flavor.

The first ruling says: "Can be used with X equal to zero. This is useful if no Mountains are on the battlefield." I get how X can be zero, but I don't get how this is at all useful if X is zero.

R&D "Balanced" the Color Pie back in the day by doing this, Boil, and there was totally a Green effect that wrecked the tar out of Islands, but I forget it's name.
It was an arms race to see who cast their Color-Specific Godzilla at each other first. :P
Cast Alpha Eldrazi (color) only if your opponent is playing that color. When Alpha Eldrazi enters the battlefield, rape that color.
I don't remember if White and Black really did this as badly. Oh sure, there was Color-Hate in all 5 colors, but it seems Black Knight and White Knight were in general a lot more balanced about this than Animar was.
