The casting cost of this counter is buffed up due the possibility to recover it from graveyard. But then they made recover cost way too high and ruined the whole thing. Would be usable card with Recover 1UU or Recover UU costs.

Even though its recover cost is a bit high, I'd run this over (or better off, alongside) Cancel. Slightly situaional, but it worths it.
