In early game, even if you don't have the mana to pay X, you can still 'cycle' it for R and draw a card at instant speed.

@Psychrates: Can't pay X costs with the Scepter, you should know this. Unless you feel like turning into , : Draw a card next turn, this is a terrible card for copying.
