Equally, if not more so, effective as its big brother, Black Vise. This card can be brutal when combined with anything that forces discards or inhibits card-drawing.
Damage from this little guy REALLY piles up, particularly against decks that do not have a way to draw cards efficiently. They either have to stall their whole game for a couple of turns to prevent damage or get hammered.

I'd have to say that because Black Vise sat for over a decade on the Vintage restricted list (and is still banned in Legacy), that it is the more powerful of the two cards. You can force them to take damage by making them discard cards with the Rack, but all you need to do is play Black Vise by itself to make it work.
The Rack is fine in a discard deck, but I wouldn't consider it a stronger card in general than Black Vise.
