White has a circle of protection for every color. They didn't single out blue. It's fitting for white: white can do things not typical for white, as long as it's willing to do it across the board.

Very limited sideboard material. Could be useful against a swarm of blue creatures, but blue isn't the that big in the creature department...

Definatly the worst of the Circle of Protection cycle.
