Strictly limited, and even then, only in a draft deck that couldn't find enough creatures in the first two packs. Four power for cc4 isn't bad, even with only one toughness. And Soulshift3 is not irrelevant.
Just a note: I LOVED Champs draft and sealed. I HATED it with its expansion packs. A real shame.

Better card than you'd think. It will trade pretty often, and getting back a guy means you 2-for-1'd your opponent.
