Agreed, you'll rarely have any good use of this card. Immediately casting Fugue instead will do a far better job most of the time since your opponent likely won't have four or more cards in hand by the time you cast this for five and wait four more turns. I can't imagine they excessively playtested this card. Or they always played against a blue deck with heavy card advantage, i'm not quite sure. Anyways, i think getting 3/3 beasts, returning permanents, destroying lands or even destroying artifacts and/or enchantments is far more useful than letting your opponent discard cards - because that's what the other colors' cards of that cycle do. Actually the entire cycle is overcosted, but when regarding Fugue you'll notice that you won't find a card which either lets you put three 3/3 tokens into play, return three permanents or destroy three lands. I think the casting cost of this card could easily have been dropped to in order to make it useful.
