This is so much worse than that it's not even funny. The only reason it might concievably be better is if you have no lands in your hand, but who really would keep a hand like that if they were running manaramp?

@land_comment Explore doesn't improve your mana ratio. Also, you have to consider, do you want to put a card in your deck if it causes you to mulligan more often? Two land hands with an explore and 3-4 cmc spells is sketchier than one with a Rampant growth.
Explore only shines when you have 1 cmc spells, or a lot of nonbasic lands that come into play tapped.
Beyond that, there's nothing to get excited about and go all caps horny on the card.
Explore lets you play another land, Ramp lets you tutor one. So explore you have to have the lands in hand, Ramp you dont, and Ramp also thins your deck of lands. - Point goes to Rampant Growth

Even so, would I say that explore is better than Rampant Growth? No. I would rather be assured to get a land with Ramp than hope to have a land with Explore. I would be more inclined to run Rampant Growth over Explore due to its consistancy over sheer power, which imho Explore is clearly more powerful.
