This is used to great affect in Pestilence decks. That's where one of the more famous combos with this card comes from. It may be situational elsewhere, yes, but if you're using it for you, and not as defense, it's a lot easier to break than first glance says.
Nice art, at least. The Runes of Protection were a cool functional upgrade, letting you cycle away a CoP of a color not needed that game.

9th Edition only had this and CoP: Red, White's enemy colors. Interesting. Replaced eventually with better color hate, like Celestial Purge.

When I was a kid I had a friend who would run this in a b/w deck with creatures that dealt damage to him as their drawback. A bit like suicide black without quite as much suicide.
