the splice cost would actually even appear interesting if it didn't require the huge cost of saccing two mountains - a single one might even have been handy... but like that and without being able to target an opponent it's rather useless.
Decent removal. It gives you something to do with those late-game land draws, if you're playing a spirit/arcane deck.

Okay later on if you get landflooded. for instant speed 4 damage might be worth it, and you can splice on other things as well.

This was actually pretty good in limited. Kind of a skill tester though, as often you don't really want to splice it. Casting spells is good too. Nevertheless, getting the option can be pretty great. Definitely deserves more than the 1.3 rating it has now.

I remember it being highly pickable in Modern Masters, around 3-5th pick. Sometimes sooner in less interesting packs.
