You'd have to counter your counterspell, too... If you have a critter out that untaps him, nothing to worry about; but I think things like this should at least be made to be playable in limited. 2R would be better.

This isn't nearly as bad as it seems (which is pretty darn bad). If your opponent has no need to cast the spells in their hand, this guy isn't going to be nearly as much of an incentive as, say, Hypnotic Specter or its ilk. Plus late game, they're in top deck mode, and unless they're topping loads of instants or flash spells, they'll be eating or chumping 5 a turn.
If nothing else he could be decent in casual, or pauper variants that allow uncommons.
