could be 1 cheaper maybe...
on the other hand, it's like Purify adapted to blue, which costs 3WhiteWhite as well.

This card exists for the sole purpose of annihilating an affinity deck. Nothing tickles my griefer bone quite like "Return all your permanents to your hand. Yeah, those cheeky lands too. Don't forget to discard down to 7 next turn." >:-)

should either cost 1 less or be instant (that would be awesome)

Wait, wouldn't a hardcore affinity deck have killed the caster of this spell before turn five? I didn't play Mirrodin constructed, but I've heard the horror stories...

You'd think being in the set that followed the whole affinity fiasco they'd make it have a cmc of 4 or add a cantrip, but that set was Kamigawa and everything was overpriced.

5/5 just cause it HOSES affinity.

Yeah, this doesn't HOSE affinity because affinity was done murdering you and everyone you ever loved by turn 5, and was probably off smoking a cigarette. It was an attempt to hose affinity, but - like most of their attempts at fixing the problem - this is just way too slow to get the job done.

Clever art, though. Takes a second to get what's happening but it looks cool.

For everyone talking about affinity, may I direct your attention to Hurkyl's Recall? It is cheaper and instant, while slightly narrower in scope. Timing matters against this kind of aggression. Still, it's got cool flavor and I like the art.
