Yup. It's pretty bad for a vanilla. Should cost at least 1 blue and

less.

Seriously? Useless? Bad for a vanilla? This is still, and has been for the entire history of magic, the biggest beater you can get in blue at this cost without a major drawback. Maybe large vanilla blue creatures are useless, but this one is still the best.
