It's a huge paragraph to describe something very simple.

Why?

It's pretty good since it forces them to pay up their mana regardless of their choice. Effectively more powerful than Mana Leak and other staples in very specific scenarios.

I still like the forced waste of mana for this spell. I don't care if you don't want to pay - you will lose the rest of your mana, hahahaha!
