losing a negative number implies gaining strength/toughness. The new cards say target creature gets -2/-1 etc.

Can be useful I guess, seeing as how it only costs {B}...although its got alot of stiff competition from spells that outright kill the creature such as Ghastly Demise or Vendetta..although both of those options have other prerequisites or drawbacks, they also are instants...also Wring Flesh
