He lost his left leg. I don't get what's with the name. Rank and File? Why is that a zombie that shrinks green creatures? Could be called Pestilent Dead or something... Also, what's with the art?
Anyway, just a boring creature. In a set with a Saproling menace it would be more interesting, but I don't remember anything like that in Urza block.

The name is a double entendre. Rank meaning both a military formation, hence the flavor text, and also their rank smell, hence the flies in the artwork and their minor pestilence of green creatures.

Awesome sideboard if you're a Noxious Ghoul player. Playing this would result in all green creatures getting -2/-2 if you had the Noxious Ghoul out.

And 'file' means a row on a military formation, wheras 'rank' means column (or was it vice versa). 'Rank' means to smell foul and 'file' means to smoothen by removing sharp edges by a file.
