Yes, but Ruinblater doesn't destroy your own lands if opponent hasn't any.

Ruinblaster is better in mono-red, goblins, and if you have no needed for toughness. This card has its uses.

Nobody has ever targeted this creature for reanimation in the history of Magic, ever. Nice try. :)
This is a card you play in social Magic because everybody laughs at it. BABOOOOONS!!!!1! (It gets old after a while. That's why they're 25 cents.)
If you use them to destroy a Treetop Village, you win at everything forever.

Of course people target this with reanimation, it has a powerful effect and is especially good with reveillark.

A similar card that is arguably better is Avalanche Riders. You get an attack out of it too, and you are not limited to nonbasics. Still, this just gets better and better the more and more the game relies on nonbasic lands.

I kinda wish they'd reprint this, so that they could have an excuse to present us with a picture of baboons erupting from a city-street to terrorize civillians.

We need more like this! One red makes for some fun color matching ideas. Sure beats the craps out of paying for echo with avalanche riders. I say reprint or remake!
