Not so bad for being able to counter a spell for X and find another counterspell.

Yeah, especially if you're only paying to counter something they've put all their mana into, although they should know better :)

Counter their stuff and filter your deck. What blue player doesn't want that?

In the right deck, this card is very good. For example, with the Urza Lands, you can easily get 7 colourless mana to put into this spell and do this on your 4th turn. You can probably successfully cast this normally on earlier turns. In that kind of deck, this spell is much better than Mana Leak, Cancel, Dissipate, Spell Snare, Negate, etc. by leaps and bounds.
