Slow pain land was effectively made useless in Invasion Block. See Shivan Reef. Of course, there were always the expensive dual land...this card had its day though I suppose. Still better than the slow land from this set.
Note: Before anyone rereads this, this card's "day" would have just been in Block Constructed. Even then, there were better alternatives (i.e. Reflecting Pool). City of Brass blew this out of the water.

I guess there was some bias against enemy-color pairs back in the day, with this specifically designed to suck more than anything else. Glad they obsoleted it quick.

I absolutely love the art on this card, but sadly the Tap-Painlands are vastly outclassed by many lands these days.

While it certainly blows, I still use one from time to time on EDH r/u since the format is slow and there are only a few r/u options. I like it for the art mostly.
plus its fun to make fun of with other players while waiting for your turn.
