Based on her importance on the block's storyline, and that of being legendary, I think she deserved some better effects, like preventing at least 5 damage, or all damge from one or more sources along with giving protection from one or more colors etc.

Context is everything. A fatal Lightning Blast would be almost completely neutralized, and Orim herself could be really tough to kill if she used her ability on herself, either as a blocker or to soak up damage. She could safely block Balduvian Horde, and with an Instill Energy, could prevent 6 damage a turn. While still susceptible to non-damage removal spells, this was far from a useless creature.
