The Flavor Text Is Saying That People On The Ground Don't Even Talk About Them Any More Because They Get Picked Off By These Drakes Like Flies While The Tower Dwellers Can Admire Em Cuz There In Safe Castles And What Not. Great Art Matt Cavotta Rules DUH!

Thank you MasterOfEtherium! You did something right! It's not hard people, the travellers on the ground get snatched up and eaten by this lunatic, and people in towers are safe.
@divine_exodus: This can kill Storm Crow in combat whereas Water Servant under normal conditions, cannot. Just another card that has not aged well...

How does this compare at all to Water Servant? Its like saying Giant Spider is better than this. Its not.

Why is Water Servant better than this card? So many reasons...
First, it is totally fair to compare this to Water Servant because both cards are 4 cmc blue creatures. I don't know what kind of decks you're making, but a 4 cmc blue creature is no more than a single niche in any of my decks (meaning I will only ever have one of these two creatures, never both in my decks).
Second, if a creature has evasion you want it's big stat to be its power, not its toughness. If this guy was a 4/2 flier he would actually be decent competition for Water Servant, but he's not and he isn't.
Third, this creature is far more vulnerable to cards like Lightning Bolt and Mizzium Mortars. Water Servant has something called versatility which means he can be good against more than one deck archetype while this creature only really takes advantage of decks running a lot of evasion.
