You might want to go with serra angel, but this still is playable in a budget white deck.

This Angel is primarily defensive since it not only gains you 3 life but also saves at least three. Not attacking with it when the opponent will attack with creatures next turn is probably following the reasoning behind the cards converted mana cost in most cases since you didn't pay 5 for a 3/3 flier to attack with, but for a 3/3 flier that will restore and preserve your life total. The latter seems miarginally more effective.
