I always found these to be generally bad, even in mono blue decks. I mean you don't want them in aggro because they are slow and you don't want them in control because you generally want the mana turn after turn.
On top of that, blue is the worst colour for these. In red or black they might do something explosive that outright wins the game. Less likely in blue.

Lands like these are an obvious trade-off, and whether or not it is useful for you should be determined by your personal play preferences.
But there's one problem: they're non-basic, which is almost always a liability, and limits synergy with other cards. Yet you could also argue that they prevent landwalk, so... Whatever. Take it if you like it.

there are far better ways to get out your leviathan like flinging it at your opponent and shouting, "LEVIATHAN!"
