A Sage Owl that costs twice as much to gain +0/+2. Yuck... Had it been a 2/2 creature, okay, or cost 2U as suggested earlier, fine, but as is, nope...

to the mana cost for +0/+2 and you get this - a

Is a toughness difference of 2 really that big to jump the CMC up by 2 for a creature that is functionally **OTHERWISE** the same?

If it were

I think it'd be better - more than Sage Owl in CMC, but proportionate to the slight difference in toughness.
