Not true, Metal. Those other cards allow the caster the choice of whether to pay or not. They can let the spell be countered and continue to pay and play for something else. This one forces them to tap all lands, effectively shutting down their turn ( provided the X is paid high enough. )

I have this from the 5th Edition. I never realized until I just now read the Oracle that it actually forces your opponent to tap lands whether he wants to or not. The way it's written "counter target spell UNLESS that spell's caster pays an additional X" always led me to think that if my opponent didn't want to pay X, he could opt out of it and the spell was just countered. Knowing that this card forces him to tap his lands whether he wants to pay X or not completely changes how this card gets played.
