The word, Mnemonic, means 'relating to, assisting, or intended to assist the memory'. I have found that a lot of blue spells use less common words that in some way relate to words or speech--Syncopate being another example. So what this wall does is, by virtue of it's.. mnemonic-ness, allows you to remember a spell you once knew. This 'remembering' lets you return it from your graveyard to be used again. I admit sometimes the flavor on these cards is stretched a bit, but I think this one works.

although I like the art on this card, I don't think it fits the card's flavor quite right.
this looks like a decent flashback or unearth picture, but the Theros art really nails that it's an Arcane Wall, too. 4 toughness is a lot, and this looks like...well, 0 toughness.
