Wizards still could have chosen to just replace this with "Intimidate", carve whatever runes they need to into Oracle, and just say "This is how it is now and will be evermore, though it was different before."
They've done it before.

I think they were planning on making a new keyword to mirror Fear. Unfortunately, there were very few creatures that had this, if any.

@Ferlord: Well, there's actually exactly one. If i were to give it an inofficial keyword, i'd call it Seeker. I don't know why, really. It just feels right.
