Can't say i've seen many things like this. I don't really see the use in it though. If you're looking for a means of having your opponent discard a card every turn there are better ways to do so.

If read the card, it is never discarded. This is for red-players making sure the blue-players aren't hiding numerous counters in their hand.

The idea is that one random card becomes "use it or lose it" during each turn. A control deck that wants to hold onto its cards is the target. Whether it's effective, I dunno.

It's not a strong card, but I kinda like it. It's a very subtle hoser for any sort of reactive control decks; it reminds me of Uba Mask in several ways. It's nice to see some sort of depth in Red, as I think it doesn't have to be the "dumb" color. So an alternative to the usual words "damage" and "destroy" is often welcome.

They could have safely shaved two mana off the card, though. Oh well.

Looks like a fun card to change gameplay, but i'm not gonna cast it for 3Red.
I'd love it for 1Red only. Might be too powerful then if you have a red deck with cheap spells that doesn't care that much about the order in which you use the cards, while control decks get screwed up by this - especially if counterspells or more expensive cards are chosen, since these are sure to hit the graveyard.
