Abstract of Mark Rosewater's article Squirrel of My Dreams: "Originally called Dwarven Regiment, Goblin Scouts created three 1/2 mountainwalking dwarf tokens. But then we got back an illustration with three goblins. As goblins had a lord in the basic set (Goblin King) we changed the card to produce three 1/1 goblins instead."
Sigh...Geofrey Darrow should have tried harder. 1/2 tokens would have been a whole lot better, and Dwarve Scouts would have been more interesting, too. There aren't any Dwarf token creating cards out there, yet there are plenty Goblin token cards (although it's worth noting that this one is a quite old card from Mirage back then when Goblins weren't that famous). You'll just play Siege Gang Commander instead these days.
@Mode It begs the question whether or not this card inspired Seige-Gang. In which case one could not exist without the other.

@DacenOctavio: This is not at all strictly worse than Dragon Fodder. They are two completely different cards, at totally different costs, that serve totally different purposes. Dragon Fodder is pretty undeniably better, but that is not at all what "strictly worse" means.
