This is one of so many cards that you can write an entire story about, the farmers with dwarves as lawn pests.
As for the card itself it works quite well in Land Destruction styles, repeated land removal is not a common thing.

Wait wait wait, how is this not at least a 4? Does ANYONE play without nonbasics? Look at the rating for Wasteland. I mean I realize he can be removed before he gets to use his ability, but it's not like 2 mana is a huge investment.
