I've really not got much to say, other than that I probably wouldn't bother with this guy. Paying UU every upkeep limits my options down the road, and he's not even far enough ahead of the curve that I won't mind paying it.

I guess he might be good in a white blue control deck. You play him in the right moment. From the next turn on, he can be "parked" phased out, immune to sorcery speed removal. You can wrath of god your opponents stuff away as much as you like. Later on, you pay the two mana for some turns to start dealing damage.
