Yes it can. The original says it can be played as an instant and Oracle says it has flash, which means 'can be casted anytime you can cast an instant'.

Occasionally I'm an idiot; somehow when I first looked at this card I overlooked flash. Looking at it again my years have taught me that X/1's are usually annoying enough that in a pinch this is ok removal, and it's also reasonable pump, can dodge some hate/protection, 'n' stuf'
about 3/5 to me. I'd usually take Vampire's Bite or Virulent Strike over this if I needed pumping

Excellent art, but the card itself? Not all that.
It could have just been an instant enchantment, it would have still been fairly weak.
