I don't think I'd want to live anywhere where the local pastime is to cage up poor people and throw rocks at them.

Why not just run both this and The Rack? The only real issue is that it has to be target opponent, meaning it's not nearly as good in a multiplayer game.

So for {2} more mana than the rack, you deal 1 more damage when there are 2 cards in his/her hand, same damage when there are 1 cards in his/her hand, and 1 less damage if there are 0 cards in his/her hand. Also this flavor is much more fun.
IDK, I'd say this is not hugely worse than the rack or anything.

And why does a cage for poor people make a planeswalker take damage, anyways? That doesn't even make sense.
