Llanowar Elves and Basic Forest are also both strictly worse than Mox Emerald, and they are not 0.5/5 cards. :/ so...yeah. Emerald is the best Green Mana producer in the game, it's not right to compare others to that.
But this card is still pretty terrible because it's strictly worse than Armillary Sphere by a good deal.
