The flavor text of this card intrigues me. I'm not entirely familiar with the storyline of Otaria and Phyrexia (I only know bits and pieces of the older stories). Perhaps someone could satisfy my curiosity by providing the knowledge that I don't know into their comment.

Actualy not of a big use in two-color deck with one color as a splash. I guess...

Drawing four of these in an opening hand is probably satisfying.

There's almost no downside to this card... unless you get 4 of them in your opening hand as mentioned. Usually getting 4 of any card is bad in your opening hand though.

I wouldn't frown if I started out with 4 Lightning Bolts.

@Savagebrain89 Sure. Otaria was actually one of the few places relatively unscathed by the war. Still, all of Dominara was ravaged. A lot of Phyrexian scrap still lies around in desolate corners of the world, like these Catacombs here. I think the colors of this card are involved as well; blue/(mostly)black was the old Phyrexian color scheme so it fits. Still, sorta disappointing eh?

Use with Tainted Islel, 2 of each instead of 4 of one or the other. They each cover each other's weaknesses! Say you keep drawing these non basics, then this covers the issue Tainted has by tapping for both colors. Similarly, if you keep drawing nothing but tainted's they can't tap for good mana without swamps, but if you mix the two, this guy can still help you out of your mana screw.
