Why is this rated higher than Clockwork Steed. Clockwork Steed cannot be blocked by artifacts, this by walls; which is better?

I don't get the low rating, It's a 4/3 for 4. What's so bad about it? It's also immune to a lot of black removal. The "can't be blocked by walls" part is not that important, but there are some walls which are played. That it loses counters: who cares. Once it's power reaches 1, it already dealt 9 damage.
Sure, homelands wasn't the best set. But unlike some other sets, it got still cards played in tournaments. Some people should stop just quoting what others say and actually look at the cards.
