More importantly, combo this with Goblin Recruiter to tutor for 4 of whatever goblins you want out of your deck.

Also, if you REALLY want to combo with storm crow, you can do so by having a Conspiracy on the battlefield, naming goblins as the creature type.

One of the reasons goblins were so good back in the day is because of this guy. Most aggro decks run into trouble if they run out of cards and the enemy is gaining control or parity--goblins could just refill their hands and provide a cheap beating stick (with goblin warchief, this guy only costs 3).
Combo potential with goblin recruiter notwithstanding. The recruiter-ringleader-food chain deck was crazy.
