Strictly worse than Painter's Servant, which isn't hard to be anyways.

Let's see your opponent try to get rid of Shifting Sky with Lightning Bolt.

People need to stop throwing 'strictly worse' around. 'Strictly worse' means worse in every scenario, in any circumstance, in any game, in any lifetime, just worse PERIOD. Shifting Skies may not be better than Painter's Servant in most cases, but it is not 'strictly worse'.; there ARE cases where it is better. Can Shifting Skies be unsummoned or bolted? No. NOT STRICTLY WORSE.

This does not die to creature removal or artifact destruction, which makes it more likely to last vs P. Servant.

Enchantment Vs Artifact+Creature
Blue Vs Colorless
2Blue Vs 2
Nonland permanents Vs Every card

Too many things change, to do a "strictly" comparison. It doesn't have any meanings... Obviously, the Painter is better for a lot of combo, this is good only for a subset of said combo. As always, it's up to you and your deck!
Note also, that this one change totally the color of the permanents, it doesn't add it like the Painter...

Even strictly worse cards still have an advantage. Casual players won't want to drop $30 on a play-set of Painter's Servant, especially for a goofy, color hate deck.

Compare to Darkest Hour. Less flexible, much cheaper.
