why does flare seem like it does more damage than shock? it seems more fitting for say incinerate...

The only real use for this is taking out x/1 critters with particularly pesky abilities. If you can reliably use the card as "Destroy target creature with toughness of 1, draw a card the next upkeep" it doesn't seem quite as horrible. But still...
