Why on earth would you change the creature type from "Scavenger Folk" to "Scavenger"??!?!?!? It's not like it makes more sense or anything!

It's almost like a green Seal of Doom for artifacts that costs less but is more vulnerable. Besides, it's not like there aren't a lot of artifacts out there that need to be destroyed.

Yea, why is this rated so low? It's a 1/1 one-drop with an actually useful ability. Being able to chump block before sacrificing makes this better than a sorcery rather than worse ( everyone prefers Sakura-Tribe Elder to Rampant Growth). The activation cost and having to tap do hurt it a bit, but if your opponent has to waste his removal on a puny one-drop, that's a plus in my book.

This is a one drop, with an ability to destroy an artifact at the cost of 1G and tapping
People are probably rating it down because of the activation cost, maybe rightfully so
3/5 in my book since there are many new artifacts released in Mirrodin and other sets that this card would be useful in a deck running green

Elvish Scrapper is this in a far more supported tribe. It's not like there's any Human tribal eff- OH SHI INNISTRAD
Okay, so Elves are still far more supported, but suddenly there non-silly deck that will prefer this guy. I like this card alright anyway, 3.5 from me.

I actually side this in my stompy deck over the Elvish one. Diversifying the tribes makes me less open to niche effects like Engineered Plague :)
