This is one of those cards that are good midrange and end game. Sadly there's alot of those in Selenesya so this is pretty much just another card in the crowd and one of the worse.

Pros like me will be making good use of this card and the extremely useful populate mechanic.
why is this so underrated? it's instant speed, and in limited it can make centaur tokens.

Have people not actually PLAYED this card before rating it?
Instant speed, gives you a Bird token, and you get a copy of your best token. That might be as little as a second bird, or as powerful as the 8/8 vigilance token from Grove of the Guardian.

Copies and flashes in your best token and gives you a bird for your troubles. All of these populate cards' value is very contingent on getting big tokens out early such as the 2 mana for the 3/3 centaur.(forget which card)

3 out of 5. Great for generating chump blockers, making extra tokens and expanding your creature base on an opponent's turn. A limited staple for sure, but may not be strong enough for constructed.

considering this gives you at the worse case scenario 2 1/1 flyers for cmc4 its not that bad. deserves 3/5

I wouldn't necessarily say it's "bad," just situational. At worst it'll be a slightly more expensive Midnight Haunting, but with any of the other Selesnya tokens (especially Wurms, Rhinos, or the special Elemental tokens) it's worth the cost.
The only reason I wouldn't recommend using it is because there are a lot of better options available, and finding a place to wedge some of these in is going to be tricky.
