A useful, reuable source of card draw, was widely played back in the day, whoever gave it .5 doesn't know their history...

I give it a .5, because it's worthless now. Maybe if it didn't require tap, or maybe if it didn't cost so much it would be worth something. I'd rather just splash blue if I want to draw more. If I don't want to splash, then I don't deserve the benefit.

@Guest57443454: So true. Blue control decks often sank their unused mana into stuff like this to get a card at the end of their opponent's turn. It also gave Green and other colors with no real way to draw extra cards in those days a way to draw cards late game.

Back in Alpha / Unlimited / Revised, this was the only repeatable card drawing option available (well, Library of Alexandria, but that was hard to get even by the era of Revised.)
It's overcosted now (and was awfully expensive even then), but it did see a lot of use back in the day.
I don't think that it's overcosted by today standard... There isn't a single strictly better card around here, and even the others costs about or requires blue... This is actually so nice that I see me play it even in a blue deck; maybe hardly in a mono-blue, but in a or deck I think this could be a nice addition... I'm talking about casual or Commander, I don't play competive, but I would greatly respect whoever play it in a tournament...
