This card and Necropotence are probably the two that I would pick to set aside, not actually teach a beginner with, but AFTER they've made a simple 2-color Timmy Beats Deck using any Tribe, AND after I've shown them a relatively ***ed Mono-Red deck, a Zoo Deck (the tournament version of what they tried to build), and a Blue-Black control deck....
THEN- I start attempting to explain why Necropotence is good and how good it is- That it is good takes only using 4x Sign in Bloods in the U/B teaching deck, but HOW good will take a bit longer...:P
THEN- After they are competetent enough at mana curves to build non-shabby theoretical decks with any spoiler, I throw this wierd-@$$ curve ball at em.
It asks you to pay 4 mana, and tap a land...essentially pay 5 mana to get a 1/1 token. HOW can that possibly be good?!?! I remember my brother played a Selesnya Starter deck to my Rakdos one right around when we were starting out the first time- I can't remember if Ravnica or Time Spiral was new at the time, I do remember I had a sweet Sek-Kuar Coldsnap deck. And I thought this land was complete trash.
Years later, I'm reading up on the Ghazi-Glare deck that could fight Affinity and win. I still can't warp my brain around that, but it works. Glare of Subdual is another wierd one. You will stop being a beginner when you understand any two of these cards, and how they are all from the same game and yet all good:
Necropotence, Vitu-Ghazi, and Ironclaw Orcs

Based on it's flavor and name, I'd say these probably could have been legendary.

The only reason I would think these lands were not legendary is as one card equals one portion of the true size of the city.
