4/2 for 3 mana was always pretty decent (combined, say, with Chimeric Idol, though that could be too many 3-drops); with mana burn gone this becomes a real house for its mana cost even without anything to combine it with. However, since it's now only legal in Legacy and Vintage, and and even with the new rules it's not powerful enough to make an impact in those formats, this newfound power is likely to go unappreciated.

Honestly, the ability is meh when you think about it. I'm not an expert on red, but I've seen from experience that unless you're playing dragons, you're going to have untapped lands late game, and early-mid games, its usually wise to leave land untapped to burn something when it comes into play.
