That single colorless mana in the cost shows how much difference this causes on cheap-costed cards, especially counterspells in particular. Despite the effect being superior it's by far not as playable as Spell Snare. Especially in eternal formats the first turns are the most important ones, every advantageous mana investment can become the deciding advance to your opponent.

The kicked version isn't really that good, but I don't think it's supposed to be. This is mainly a soft counter for hitting cheap spells that SOMETIMES can hit a bigger spell. Not terrible, though.

great card. allows the use of counter spell early without using one of your play set and can go up to a standard 4 cost counter for 2, how many cards would this not be able to hit on turn 4? and if your opponent does cast a 5 cmc use a real counterspell.
